Transportation - Measure B Paratransit

Measure B paratransit funds are provided to cities and transit operators to be used for services aimed at improving mobility for seniors and persons with disabilities.

The City of Newark utilizes Measure B sales tax revenue to provide door-to-door shared ride transportation services to residents of Newark ages 65 and above and disabled residents ages 18 and above. The contractor providing services for the program is Satellite Housing, Inc. operating as Newark Paratransit.

The cost for rides within Newark is currently $2 each way, while out-of-Newark trips are $3 each way. Riders may purchase tickets at the Newark Senior Center or Newark Silliman Center.

To schedule a ride, a completed application must be on file. The rider should also have tickets with them so that when the driver arrives to pick them up they can pay for their fare. A Travel Escort Program is also available to Newark Paratransit riders who need but do not have an attendant to accompany and assist them on trips to medical appointments, shopping or other errands. A travel escort rides free of charge with you on the paratransit vehicle from your home to your destination and then back again. Life Eldercare, a non-profit organization, recruits, trains, and supervises the travel escorts. Funding for this program is also provided by Measure B gap funds.

Subsidized Taxi Service

Newark Paratransit registered riders are also eligible to utilize a subsidized taxi voucher program. This is made possible through a generous Measure B gap grant. This additional transportation option fills a needed gap and provides same-day, affordable, wheelchair accessible transportation service to older adults and people with disabilities. VIP Rides Program

VIP Rides links seniors and disabled individuals with a volunteer to accompany/assist them while traveling to appointments, grocery shopping or errands using local Paratransit. Volunteers may use their own vehicle to drive ambulatory senior or disabled individuals who require door through door service. The cities of Fremont, Newark and Union City have partnered with LIFE ElderCare, a non-profit organization, which recruits, trains and supervises the volunteer travel escorts.

Alameda County Paratransit Advisory Planning Committee (PAPCO)

The City of Newark has an opening on the Alameda County Paratransit Advisory Planning Committee (PAPCO). If you are a registered voter of Newark, a current user of paratransit services, and have the desire to represent the City of Newark on the Paratransit Advisory Planning Committee, please see below for more information.

The reauthorization of Measure B, the half-cent transportation sales tax allocates 10.5% to specialized transportation services for seniors and persons with disabilities. Under the Reauthorization Plan, a Paratransit Advisory Planning Committee (PAPCO) was established to advise the ACTIA Board on matters relating to the funding and distribution of GAP funds to paratransit providers in Alameda County.

Based on decisions made by the ACTIA board in March of 2002, the composition of PAPCO must include twenty-eight (28) members, all of whom must be users of specialized transportation services and residents of Alameda County.

PAPCO meetings are held on the fourth Monday of each month from 1:30 – 3:30 in a location in Alameda County accessible by public transportation. Appointed PAPCO members receive a $25.00 per diem for each meeting to cover the cost of transportation to and from meetings.
